During the weekend, Konami of America has confirmed that Suikoden IV will be coming over to North America next fall. This shouldn't be a surprise to fans out there seeing as all three previous Suikoden games had been release over here in North America.
Suikoden IV however is expected to be a prequel of a sort in the series. It's expected to take place 150 years before the first Suikoden and will feature some improvement in the battle system with ship to ship battles over the seas.

i used the traslation page and it says this
It means with that the boy has "the crest of punishment"
That gives powerful power to the landlord, but at each time but power is used,
You say that it keeps shaving the life of the landlord in exchange...
The character reason, appearing in history, going out, it keeps,
They were sufficient ones which only rumor and legend walk the one person,
That crest and the traveling which waits for the boy?
"With 108 people fight it keeps,"
It is unfolded with the islands which are surrounded in the ocean

that is so cool that they are making another suikocen best of all that it takes place before the first one so maybe the history of the true runes will be finally revealed

But what about the connectivity of the other games? Stuff always travelled from one to the other. This one will be all crazy. 150 years before indeed...

Interesting... interesting indeed. I just am pondering over why they can call this Suikoden IV? It is not really the 4th on a timeline. Oh well. At least they will release it.

the rune of pusinshment? well, if this is a prequal, why didnt we hear about this rune from leknaat in any of the other suikodens? 150 years before? well, maybe we will see what ted's journey with the soul eater was like before he met McDohl. and maybe there will be a sidequest with the whole yuber-pesmerga thing, beacuse we still dont know whats up with that.

Suikoden 4 took place 150 years before Suikoden 1. Ted being over 300 years old and Tir never being thought of by that time was the obvious choice, unless they found a way to teleport the non living back in time 150+ years.
I used to feel the same way about 3 but it got better the second time I played it and didn't have any expectations towards the game, also I sat down and paid attention to the game as a whole and the storyline made it much easier to understand thus more interesting to me.
