Yes, there are rules to roleplaying. It's just the basic stuff like no god-modding, no spamming, that sort. Just check it out here. As for our style of roleplaying, we prefer to have the basic story and setting written out in an OOC topic first. RPers who read the OOC and are interested in joining then post the profile of character(s) styled specifically for the RP in the topic and wait for creator's approval. Mm... practically all the RP here are open for registration, though some have advanced pretty far in the storyline. The newest ones that may not be as hard to get into are 'Earth 2239: Decimation', 'The Tathrel Chronicles' and 'Naruto'. But Dragon vs Phoenix is also looking for people to join as we severely lack characters on one side of the roleplay.

I can't say for sure about how many people will join. There are a lot of factors that contribute to that and roleplayers here sometimes get wrapped up in real-life without giving much of a warning. So I can't estimate it very well and haven't tried for some times. It's a chance to take, creating a roleplay here.
To answer your other question, several of the more active roleplayers are indeed involved in a few roleplays, but only they themselves can tell if they can participate in another without it being too tough on them.
