I think you're doing good so far. Not too sure why everyone here keeps recommending Adobe photoshop, I'm sure it may be alot easier to use, but PSP is also a good program to use... plus, he's only making signatures.
I'm not familliar with PSP myself, but I have used it once or twice and it's not that hard to get a hang of. Alazuli probably might be more help to you with the program since I know she used to use it.

Paintshop Pro is certainly a much easier program to use, but it does work differently from Photoshop. It doesn't have as many filters, tools, and options, but it's not a bad choice for your first image editor, I think. Much more user-friendly than Photoshop. =p It's not bad to use before you (might) decide to transition over to Photoshop.
The Shiva one is pretty nice, but a little bit of blending on her hair might make it feel a bit more in place with the sig. Maybe placing her under a few layers, too? Also, seems a tad bit empty in some areas, but overall! It's pretty nice! Soft colours rock!
The Tifa one...can't say I like it too much. I'm not exactly too much of a fan of the BG and Tifa looks quite out of place in the sig. ^^;; The text is a little bit pixel-ish, but I know PSP has a habit of doing that, a lot. Try out some of the simpler fonts like Century Gothic, Arial, or something like that. It'll make it hard for the program to freaking ruin your piece! xDDD
I suggest taking a look at some tutorials (translating Photoshop tuts is really fun, by the way!) or perhaps playing around with some out the other tools like the brushes??? It's all up to you! :]
