I always wonder about which Kaiser Dragon form is the strongest in all of BOF series. It kinda hard to determine the strongest kaiser form because each of the BOF series the Kaiser Dragon form had it own purpose to beat the last boss.

You don't need garr to talk to him directly, just as long as he's in your party of three (walking) your master would reckognise him and give him the skill.
It's worked for me before.

the strongest is Kaiser form in BOF 4!!! (when already have all other dragon genes).
