This one is actually quite cool. I don't know how to do that, lol. You are trying out the filters? Next time, try experimenting with patterns (select an area and go to 'Edit > Fill > Patterns', and brushes. Try things like 'scattering' and such. Those are fun.
One thing though, try to keep the pieces small, it's stretching the forum.
You pretty much go wild with Gradients on the difference blending mode to get that kind of background. You also have to
decolorize desaturate it.
Speaking of that, to get good backgrounds, I suggest you try what we call "blending modes" on layers.
See that one gradient image you have? Duplicate that layer with ctrl+j, use a filter (any filter, but try dark strokes) and blend them together to see what you get.
Most of us use photoshop to get our stuff done, I think Alazuli uses (or used) PSP to get her work done, but I'm not too sure now. Blending modes is one of the most fun tools in Photoshop, so toy around with it.
EDIT Now to delve in further on blending, which is one of the most important bits of using photoshop. On the layers pallette (or window) there is a drop down menu called "Blending Modes". Thats what I mean. One of the biggest parts of using PS comes from it, from using text correctly, to stocks/renders, and, of course backgrounds. (More abstract bgs than anything else)
A good bit also comes from brushing, but its not really fun to just use 3 brushes paste a render and some text on it and blend away, or at least I think that'd get boring soon.
And don't forget a border. Generally borders can be all sorts of things, but adding a 1 pixel color border around your image with the select tool (theres a horizontal and vertical 1 px select tool, right click the normal one and you'll find it) and fill it up with color.
