Guidelines, If the IC starts
Don't go overboard with long posts. Keep them medium length at most. Long takes longer to read, longer to read means slower responses, which means people get demotivated. That's bad. Keep story flowing. There's NO REASON to go into a 5,000 word essay every time you need to say "Yes" or "No" or stab someone. There's no need to have philosophical soliloquies every whatfor. I know this used to be the way RPs around here used to work, so I'm just saying. You'll load this heavier than an Ayn Rand work.
No one controls other people's characters, ever, unless a person gives their permission. This is because some posts can be really awkward, and it makes the whole idea of roleplay lose it's purpose. Yes? Yes! Remember this or I'll be cross.
Make it the best you can under those.

And it's a little far fetched, but hey, whatever.
History follows patterns. Every empire rises, struggles, reaches a golden ages, and them crumbles. The 20th century saw the foundation of a global empire. The mid 21st, after some struggles, saw its golden age. By 2160, it had collapsed. Over millenniums the world had tried to destroy long distances: canoes, boats, horse drawn carriages, cars, planes, until finally it all culminated in the Internet where they ceased exist. Some snags were hit by countries that restricted their superhighway (ie: Iran, China), but eventually the problems were worked out. Internet evolved, updated, however, it never ceased to function. The golden age didn't mean that physical interpersonal contact ceased, no. The collapse didn't mean that the flow of information stopped. The global golden age didn't stop social problems, racism and the like, it did however make sure economic prosperity for a good 40% of the world. How this happened is irrelevant.
In the year 2157 a gamma burst from a far away sun hit Earth. The effects were devastating in terms of human lives - millions perished, and much of the earth became uninhabitable. In terms of technology, however, they could not have been worse - much of the world's current technology had shorted out and stopped functioning. Everything fell into terror, and those who weren't dying of radiation were caught in the chaos.
In 2159 the North American Government had built shelters for 10,000,000 people all over the continent. Many died in the struggle to inhabit them, but eventually most were filled. There were supplies. Everyone was given a job by government officials that ran these Gamma Shelters (if they weren't taken by outlaws by force), they functioned on orders of the government. Their main order: do not return to the surface until the command is given by National Parliament.
The year is 2250. Little of the original spirit remains, as most who originally came to these shelters have died (and are in their nineties if they came as infants). You are in one of these underground shelters. The inner shelter government is in shambles - the attempt at democracy failed, and it is becoming overpopulated. The shelter's position has been lost, only a hope remains that somewhere civilization had restarted itself. The name of the shelter is Fort Hope.
You can play as one of the people dealing with innershelter politics, or, the much more exciting one, getting out of the shelter and leaving for world. A few people don't have to start in the shelter, or the one shelter described, though preferably, most of the RPers should be from Fort Hope. The exit from Fort Hope is guarded by the people who are trying to hold the democracy of Fort Hope together - the elected leaders, and refusing people leave because the command hasn't been given by the National Parliament. Most people had lost hope in the leaders.
There is a vague rumor about another exit.
Clarification
There are people living on the outside, though probably in pretty harsh conditions.
There are people living in close to modern time conditions too, but those are xenophobic, and hard to find.
Scale of the shelter: several dozen square miles. It's big. At least a hundred thousand people have to live there. It's city size except much more bare. Be creative with your image of it.

I'd think it'd be impractical to have a weapons thing, since no one really has access to them, but if there's any special abilities (keep it worldly, ie: good at lock picking, dancing, or a martial art, but don't go over board, and remember that not that many people really know karate kung fu or Brazilian jujutsu).

Obviously, born in the shelter, Alexander is well in tune with the political climate of Fort Hope. His father was one of the previous leaders who served out his term until he died several years before. Prior to the collapse of the democratic process in Fort Hope, Alexander was elected Supervisor of North East Block 4, which had decayed into a hub for all sorts of malicious characters. He struggles to hold his position there, but with the decay of trust by people of elected officials, he cannot get a group together to take care of the problems that are stemming from his block, and he's running out of options.
Misc
If the world was aware of him, he'd be a world class runner and gymnast. He tends not to flaunt these talents.

Ethnicity or Race: Causation, nearly albino from lack of even artificial sun
Description: He is pale from his years in the cave tunnels that had been one exit. His hair is almost bleached, and he has striking white eyes with a very large pupil. His skin was affected by the cave so that it didn't absorb light at all, merely reflecting it. He is tall and gangly, and quite muscular from the climbing in and out of sheer holes. His hair is fairly scraggly, but is no longer long and shaggy since his return to "civilization." His thin lips are light grey. He wears dark clothes to accent his paleness, but they are all short sleeved and thin because he has adjusted so much to the cold of the cave. He also wears dark shades because his eyes are permanently hyperdilated.
Bio: Gratulor's grandmother was a Latin major, and changed their family name to the Latin word for "greatness" upon entering the shelter. She had also kept the language going through the years, and her daughter had given her son the word that meant "to wish a person joy." This had, unfortunately, not helped his luck at all. He had always been very observant and was able to discern the problems in the government several years before the rest realized it. He left through a small hole in the farthest point from the entrance to the shelter, and soon discovered that it was a part of a cave system that had been expanded into the shelter. This allowed him to escape, but much to his dismay, the only entrance to be found was the one that had been made into the shelter. After weeks of searching, he had become hopelessly lost in the maze of tunnels, and wandered around, running low on food, and having to resort to eating subterranean creatures. He wandered around for six years, searching for either the shelter, or a way to the surface. He has just recently found his way home, but his antisocial nature, and his lack of surviving family had meant that no one had really thought much of it, and assumed he had just been moved to a different area for some reason. He is currently looking for another way out, and some people to go with him.
Misc: Gratulor can see perfectly in the dark at any time, but his eyes no longer have the ability to adjust to light. His skin reflects all rays of sun, including those that cause sun burn. He is usually hot, and only feels comfortable in extreme cold. He is very muscular, and built like a rock climber. He has lost many of his habits of social interaction, and usually doesn't remember that a response or honorific is needed. He sleeps outside, and eats very little, but remains healthy.

Bio: Crispin is tiny and quiet, easy to overlook and above all devious. Her parents died early in her age and she was raised by her aunt and uncle. They tried to raise her right and it worked for the most part, but she makes use of her innocuous looks and pretty smile to get her way. Though she doesnt actively thieve or anything she is a bit of a trouble maker and simply does so for her own entertainment.
Misc: Crispins red hair comes from the fact that there is no sun to bleach the red color out.

He was raised with philosophy, mathematics, politics, science, and all the educational luxuries of living in a family of power and some sort of wealth. He is a natural born leader and carries a powerful persona with him.

Description: Fair eyes (Blue to be exact), brown hair. His physique is in excellent shape for someone who lives in the slums. Gruff looking, but fairly handsome.
Bio: Simon was formerly employed as the elite police task force (similar to SWAT) under the command of the Leaders to ensure that public order was maintained. However, as the tensions between the people and the Leaders grew worst, he began to question the rules that the government has laid out for everyone and the methods the Leaders were implementing to subjugate the populace. Henceforth, Simon abandoned the Task Force and is currently on the run from the government. His purpose for doing so? Finding a way out of Fort Hope for hopes of a better future in the outside world.
Misc: Simon, despite his gruffness, is actually well versed in the art of negotiation. He absolves that 60% of problems can be solved through words, the 40% left behind are meant to be solved with you're bare fists. In that regard, due to his Task Force training he is extremely proficient in hand to hand combat if the situation needs him to fight.

Hello.
Am interested in starting a new character, the first surface dweller if my quick perusal of the profiles was correct. Please inform if you are still accepting characters, and if so... I'll have a sheet up soon.
Also, is this strictly tech/sci-fi, or will there be some fantasy elements to the story as well? Now, don't get me wrong, SF is some bloody great stuff. Just would like to know ahead of time before I go and create an undead or something.

[Character-sheet time... I hope this is good enough, please tell if is or is not approved, or give any suggestions or criticisms... ]
Name: Unknown. After long years as a surface dweller, he has forgotten what he was originally called, and usually makes up a new name to tell each person that asks.
Age: Also unknown. All he remembers is clawing his way to the surface many years ago, so far back that the memory has only the strength of a childhood dream. He does not know if he ever actually lived underground, but figures that he must have because of the guards who will not let him back inside. For all he knows, he has always lived on the surface, from the beginning of creation to the end of time.... But what is time to the insane?
Affiliation: Surface Dweller-- after escaping to the surface years ago, he found that there was truly nothing up there but ruin and decay, but was not allowed back into the shelter due to fears of contamination. Ironically, he would have been fine when he first sought entrance, but over the years the general environment of the place has seeped into him, causing premature aging and the first hints of irreparable insanity... along with certain benefits, which are yet to be discovered. Much like cured meat, he does not spoil so easily, and had either been blessed or cursed by exceptionally long life, which will go well with his gradually weakening mind.
Ethnicity: Unknown. If he was ever of a specific race, he has forgotten, but either way his skin is burnt by sun and radiation to a dark brown.
Description: Although his skin is dark, his hair is pure white, and falls to his shoulders. Beardless, appearing as a daily shaver but actually unable to grow hair on his face, he appears much older than he actually is. He cannot remember either his name or his age, and tends to lie when asked questions about either.
Bio: Many long years ago, he tired of the rigid control and rules of the made-up society in which he lived, and found a way out, a way to the surface, a way that he can no longer remember. Since time out of mind, he has been living in a decrepit shack constructed of the salvaged parts of ruined cities and machines, mostly sheet metal with a little bit of stone and earth and ancient petrified wood thrown in. At first, upon seeing the terrible desolation which greeted his first anticipated free breaths, he sought to return on the way he had come, but found the way blocked first by an unlucky cave-in somewhere in his secret way and then by the inflexible guards at the main entrance. They did not believe him when he claimed to have been only topside for hours, and barred him forever from the underground city which seemed a paradise in his forsaken mind. Left to himself, he who gradually forget his name focused on survival, first finding ancient stores of food and finally learning to hunt the small animals which had survived the cataclysm that wiped out humanity. Left to himself, he learned much, and lived many long years in absolute solitude, growing crafty and wise in survival but also completely insane and unpredictable. Pity the poor soul who runs across this one, for he is just as likely to kill and roast a new acquaintance as invite him home to dinner... on the roasted corpse of the previous acquaintance.
Misc: The shack is located near enough to the main entrance underground that the nameless one can monitor any future exits, but far enough away that they will never see him or his dwelling unless he desires it... Chances are, however, that he will give his presence away through complete lack of that which was previously called sanity, before nearly everyone died.

I probably won't enter the IC until this weekend, when I hopefully will have a bit more time. I don't suppose that my character is really necessary in the story until people start exiting the shack anyway, but I'll try to have him make some kind of appearance just to let the guards at the gate know he's still out there someplace, still wishing he were back underground, although if he knew what kind of turmoil exists down there maybe he would place more value in his enforced solitude... In his fevered mind, the underground refuge has been elevated to some kind of paradise-on-earth, (or under the earth, I suppose) even though it was never that good before, the desire to go back under fueled only by the desire to escape a life of hardship on the surface. Just a quick peak into a psyche... good luck with the start!
